When a motorist drives into Mexico from the United States, there is a special Mexican "Free Zone" where business and travel is not actively monitored by Mexican officials.  A Free Zone usually extends twenty kilometres from the American border.  Once a motorist reaches the outer boundary of the Free Zone,  her or she must purchase a permit to visit mainland Mexico.  Interestingly in Sonora, the southern Free Zone boundary is overlaid by SN-43.
