Junction OR99W and OR99E in Junction City.  South of the junction is Oregon State Route 99.  Yes, the junction of these three routes put the "junction" in Junction City.  As logic would tell you, the car in the photograph is waiting near the junction of Junction City because junction-based traffic maintains the right-of-way.
