Route 1661 is a loop-route of
Highway 7, running westerly parallel to the mainline. I wouldn't be surprised
if Kentucky State Route 1661 was once an original stretch of Highway 7, since its routing is so short
and relatively curvy--that's something modern routes are designed to do as
little as possible.
